Attention St. George City Residents

You're invited to a public meeting to discuss housing and community development needs in St. George. Join fellow city residents and city staff representatives at a community meeting to receive general Housing and Community Development Program and application information for Fiscal Year (FY) 2010-2011.

We will be discussing the federal Community Development Block Grant (CDBG) money that the city will receive for FY 2010-2011 for city programs. The City Of St.George will receive an estimated $486,000 in CDBG funds in the next fiscal year (the FY starts on July 1, 2010).

The results of this meeting will be the basis for receiving input on community and housing development issues and developing our first Action Plan (which is a budget) for FY 2010-2011 to address these needs.

The meeting will be held on Wednesday, November 18, 2009 at 5 p.m. The meeting will be in the St. George City Council Chambers located at 175 East 200 North, St. George, Utah. If you plan on applying for CDBG funding you are strongly advised to attend the meeting. However, if you can't attend the meeting and want to apply for CDBG funding, the October 26, 2009 funding application can be found on the City's website at www.sgcity.org/commdev.

CITY OF ST. GEORGE CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) PROGRAM YEAR 2008-2009

NOTICE IS HEREBY GIVEN that on or about September 3, 2009, the City will submit a Consolidated Annual Performance Evaluation Report (CAPER) for Program Year 2008-2009 to the U.S. Department of Housing & Urban Development (HUD). The CAPER is a financial and public benefit summary of the City's use and expenditures of federal Community Development Block Grant funds. The report evaluates how the City used these federal funds during Fiscal Year 2008-2009 to carry out priorities identified in the City's adopted Consolidated Plan (2009-2014). The report also evaluates how the City uses other resources to leverage federal dollars in carrying out the broader vision of community needs and priorities.

Citizens and interested parties are invited to review the City's CAPER at the Community Development Department, St. George City Hall, 175 East 200 North, St. George. The CAPER is also available on the City's website www.sgcity.org/commdev. Written comments regarding the effectiveness of programs and activities which were funded during 2008-2009 may be made to the City beginning on August 18, 2009 and continuing until September 2, 2009. A summary of the written public comments received will be included in the CAPER that is submitted to HUD.

PUBLIC NOTICE FOR CITY OF ST. GEORGE
City of St. George Consolidated Plan 2014
Notice of 30 Day Public Review Period and Public Hearing


The City of St. George has prepared a Draft Consolidated Plan for a 30 day public review and comment (April 21, 2009 to May 21, 2009). The City developed a new Consolidated Plan (ConPlan) in order to continue receiving federal funds from the Federal Department of Housing and Urban Development (HUD) over the next five years. This document is a strategic plan and consolidated application for addressing identified housing and community development needs of the City. Beginning Fiscal Year (FY) 2009-10, the City anticipates receiving about $474,137 in federal Community Development Block Grant (CDBG) funds from HUD. The funds will be expended to meet the goals and objectives of the ConPlan 2014. The primary ConPlan goals deal with Affordable Housing, Community Development, Homelessness, and Special Needs Populations.

Some of the Draft ConPlan strategies address the need to: 1) increase and preserve the number of affordable housing units (new and rental) for low income populations; 2) extend housing and supportive services to a greater number of homeless families and individuals; 3) support the revitalization of neighborhoods by improving public facilities and infrastructure; 4) reduce regulatory barriers to developing affordable housing; and 5) increase the capacity of community-based organizations for delivery of community programs and services.

The Draft ConPlan is available for review at the City's website www.sgcity.org/commdev, or at the City of St. George, Community Development Department located at 175 East 200 North in St. George. The City invites written comments on the Draft ConPlan by no later than May 21, 2009 to: David Bates, City of St.George Community Development Department, St. George, Utah 84770. PUBLIC HEARING: on May 21, 2009 at 5:00 pm. The public hearing will be in the St. George City Council Chambers located at 175 E. 200 N., St. George, Utah. The City of St George will make reasonable accommodations to disabled members of the public in accessing City programs. Please contact the City Human Resource Office, (435) 627-4671, at least 24 hours in advance if you have special needs.

After the public hearing, staff will request that the City Council approve the Consolidated Plan 2014, and Action Plan 2009-10 for submission to the federal government. The deadline for submission to HUD is May 26, 2009.
